I thought this notice was in Language by Edward Sapir, published in1921, by Harcourt Brace. I cannot find it again in that book. The "fair" people lived in the forest. They were long-headed with sparse body hair, unlike Indo-uropeans/Aryans who are square-headed, darker, and with thicker hair. The language of the "fair" people was true Germanic. Such words as "frau," and "stein" were only found from their language. They must have been absorbed by the invading Aryans about 10,000 years ago or earlier, about the time of the end of the last major Ice Age. In his best novel, Ivanhoe, Sir Walter Scott describes a serf as blond. His name is Wamba. The "w" names and words seem to come from their language. They were real people, addapted for a relatively warm climate with a thick fog or cloud cover. They were "Teutonic" rather than "Alpine." (Sapir, Harvest Books, page 211)
