It's obviously a dead dog with the front part of its face so degraded as to expose the skeleton and nasal cavity. A closer look at the original first image reveals not a beak, but a mandible along with an exposed nasal cavity. The top part of the mouth is missing teeth (holes of absent teeth also visible), which explains the beak illusion.

It's a dog. A poor dead, stray, water-logged dog.

that does seem likely, but if that is true...then what's with all the dogs drowning there and coming back decomposed like that, then being misidentified as a monster?
why hasn't that happened elsewhere then, like the great lakes or something?
I'm not saying that you're wrong or that you're right, just saying that even though that seems likely, there's nothing to compare its size to, and it is really odd that this only happens in one place, especially since the dog theory could happen potentially in any water source.
