Well I'd like to say, I hear of countless reports on seeing these things, usually however reffering to them as gnomes. Most of the people on my fourum suggest to lure them out with treats, and most of them say it doesn't work. I'm guessing the gnomes these people were talking about were actually boggarts... Just a guess.
