Harpies mislabled?

Before harpies were generally accepted to have wings to have something for story writers to build on, weren't they soething like the personafication of the wind? I could still work seeing as they didn't really have bodies that they would allways be hungery right? They could allso mess up plates as well couldn't they? 9  out of 11 found this valuable. Do you?
