Culturally, some associate them to be, but there's nothing conclusive to say that they are one and the same. Besides which, many cultures portray both as seperate entities but part of the same heiarchy, which would sugest not.

Some people believes that Father Time can control people's life time. Since he can cut it short, some sees him as a Grim Reaper or a Death God.
