Toothed whale, that's all
Some kind of whale or dolphin, washed up and decomposed. Have a look at prehistoric whale skeletons - they look similar to this.
In fact - Google "toothed whale skeleton" and get back to me.

Im sorry but i have studied animals for the past 5 years. On of my favored animals is the croc. That is not a croc. The snout is not the proper shape and it was wrong about the tooth structure, Those teeth are not croc teeth. Those are carnivorous mammal teeth. Animals like orca wales have similar teeth. What ever that is, it is just a sea mammal we havnt stalked yet. So leave it be.

I know what this is.
I've seen these. I can't quite think of the name but it's a real animal. I've seen them in rivers and lakes, but never in the ocean. This, my friends is the "Sea monster" of legends. My theory is that, this is not a very old specimen, as I have seen them much larger.

Rotted skin, not fur
Some things have no explanation. Some things live in the realm of the unknown. However, if these things are to become known to us, sometimes we have to admit when the mysterious is really simply mundane. The strangeness of this creature can be explained by the well known fact that things look different when they are dead. The "shaggy fur" is actually extremely decomposed skin and blubber. As far as I can tell, this is a long-dead juvenile whale or adult porpoise. The flukes of whales are actually not a part of the skeletal system, but are, in fact, large muscles attached to the end of a tailbone. As for the teeth, all whales are carnivorous and many species do have teeth, rather than baleen. Am I saying that there are no strange creatures, so far unknown to science? No. Am I saying that this is not one of them? Yes.

Likely a dragon.
Look at the teeth, it's clearly not an herbivore. Looking at the snout, it's CERTAINLY not a hunter. Dragons have the build of a waiting predator or a stalker in most myth. Looking at the fur, long and shaggy, like in a chinese parade. As for the hooves, who knows, anatomically it makes sense, but who knows.

It "could" be a camel. but the body is too long and there no hump and camels DO NOT HAVE LONG FUR and there not naive in Russia.

I think...
It looks like a Sarcosuchus, early Cretaceous. However the Sarcosuchus had arms and feet, this one hasn't. It may be a relative. Or face it its most likely a dragon ;)
