Difference between Skinwalker and Shapeshifter

Skinwalker implies that they wear different skins, skins of things they killed, taken over, etc.
Shapeshifter implies that it can physically change shapes, not needing to do anything to be able to change into that certain animal.

skin walker is where dobble ganger effect comes from, they can kill the person then "take there skin" i.e. look like them they then do as they please,

in native american cultures, skinwalkers differed highly from shapeshifters.
natives believed they were showing respect for the animal gods and the gods would have mercy on them if they transfused their souls to the animals body. they didnt simply decide to transform into that animal.
there is a difference, a huge one.
