it's probably an overgrown water rat (very unlikely) or a dog that committed suicide.

I think that it came from Plum Island. Think about it, it was found in New York.. Plum Island is located just off the shore of new york AND they do government experiments on that island.

I agree because this creature washed up on a beach which another interesting thing washed up upon, possibly originating from the United States government operated germ lab located on Plum Island. This creature was described as a naked male Caucasian human with elongated fingers and holes drilled in the head which are similar to those of a lobotomy operation. This creature was hauled off by government bio hazard containment personnel, videos and pictures were confiscated. It is also confirmed that biological weapons have been in development there during the Cold War and many animals were used as test subjects and became mutated as a result, probably still going on now... probably what this is...

To determine what it is look at the differences between them. They could very well be genetic experiments as the second one seems more progressed and has more of a human like posture, and it seems to have longer teeth. Secret scientists could have had another go at creating a new species and tried t make it better, but failed.

It is most likely a wild boar of sorts. Perhaps a relative? It is not very big. If it were a juevenile, it would make sense.

It's obviously a dead dog with the front part of its face so degraded as to expose the skeleton and nasal cavity. A closer look at the original first image reveals not a beak, but a mandible along with an exposed nasal cavity. The top part of the mouth is missing teeth (holes of absent teeth also visible), which explains the beak illusion.
It's a dog. A poor dead, stray, water-logged dog.
